
CEBU CITY, Philippines β A Cebu City official wants to provide residents with cash incentives for putting plastic bottles and other containers in recycling bins.
Councilor Joel Garganera proposed the mandatory installation of collection bins for plastic bottles and packaging as well as glass bottles and aluminum cans in establishments in the city.
Under the proposal, those who place the items in the bins would be entitled to a rebate or return of deposit. The councilor expects the mechanism to boost recycling and reduce wastes.
The proposal, titled the βCebu City Plastic Waste Reduction and Producer Responsibility Ordinance of 2026,β comes as the city grapples with a worsening solid waste problem marked by rising garbage volume, limited landfill capacity, and operational constraints in waste facilities.
How the system will work
Establishments such as supermarkets, restaurants, convenience stores, and distributors must install clearly labeled, color-coded bins within six months of the ordinanceβs effectivity. They must make available separate bins for PET bottles, plastic packs, glass bottles, and aluminum cans.
