
In a proactive effort to strengthen flood preparedness and awareness among young learners, the Cavite Industrial Area – Flood Risk Management Project (CIA-FRIMP) conducted an Information, Education, and Communication (IEC) campaign at Bacao Elementary School on July 31, 2025.
Spearheaded by the City Government of General Trias and the City Disaster Risk Reduction and Management Office (CDRRMO), in partnership with the Department of Public Works and Highways (DPWH) and CIA-FRIMP, the campaign aimed to educate students on the importance of flood mitigation through both structural and non-structural measures. It also underscored the critical role of community participation in disaster risk reduction.
The program featured insightful presentations on Structural Flood Mitigation Measures by Mr. Shuji Kaku and Non-Structural Measures (NSM) by Ms. Mimi Estaris of CIA-FRIMP. Their sessions highlighted how infrastructure and community-based strategies work hand-in-hand to reduce flood risks.
Experts from the Department of Science and Technology – Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA), Ms. Vivian Gay Aggasid and Ms. Rosalie Pagulayan, engaged students with interactive discussions on weather systems, the warning information system, and basic flood awareness. These sessions provided practical knowledge to help students better understand and respond to flood-related hazards.
The IEC campaign for school children is part of CIA-FRIMP’s continuing non-structural initiatives and complements the five structural contract packages currently underway as part of the broader flood mitigation efforts in Cavite.
The campaign echoed its core message: “Buhay ay Ligtas at Mabuti, Kung Baha ay Maibsan sa Cavite!”, underscoring the project’s mission to protect lives and build a more resilient Cavite through sustained education and infrastructure development.
In her closing remarks, Ms. Myra Aro, Principal of Bacao Elementary School, expressed her gratitude to the organizers for bringing flood awareness directly to the students.
Also present during the event were representatives from the Japan International Cooperation Agency (JICA), Department of Public Works and Highways (DPWH), and the Office of the Provincial Information Officer (OPIO).
