
The Cebu City Traffic Management Coordination Committee Board( CCTMC) expressed doubts on the P500 million newly installed ” most advanced traffic system.” Traffic Board TChairman Lawyer Rico Rey Francis Holganza confirmed to DAILYTRIBUNE yesterday.
“We would like to clarify that neither this board nor the Cebu City Transportation Office (CCTO) has authorized anybody to speak for and on behalf of the office endorsing the claimed benefits of this traffic light project,” said an official statement from CCTMC Board.
CCTMC noted that since last year there were already malfunctioning traffic lights even at major intersections involving these newly installed traffic lights. “The past few days, the contractor/supplier
of the new phase digitalized traffic light system project has been promoting their product as one using the most advanced traffic system in the world,” the board added.
“While we respect the contractor/supplier’s way of promoting their product in such a very grandiose and highly eyebrowraising way, we, in the Cebu City Traffic Management Coordination Committee would want to approach this claim/publicity with much caution and circumspection.”
The contractor/ supplier of this project is Cylix Technologies Inc./ Triune Electronic Systems Inc. Both are Luzon-based as their Facebook pages. DAILY TRIBUNE tried to get their side on the matter but as of this writing, both has not replied yet

Phase 1 is worth P238.56 million which covers 18 major street crossings and intersections namely: 1. P. Del Rosario and Pelaez Sts; 2. P. Del Rosario and Junquera Sts; 3. P. Del Rosario and D. Jakosalem Sts; 4. P Del Rosario and Sikatuna- T. Padilla Sts.; 5. General Maxilom Avenue and D. Jakosalem St.; 6. General Maxilom Avenue and F. Ramos St.; 7. General Maxilom Avenue and Juana Osmena St.; 8. General Maxilom and Gorordo Avenues; 9. General Maxilom Avenue and San Jose St.; 10. General Maxilom Avenue and Gotianuy St.; 11. General Maxilom and A. Soriano Avenues; 12. General Maxilom and Serging Osmena Jr. Avenues; 13. Juan Luna and A. Soriano Avenues; 14. Juan Luna and Serging Osmena Jr Avenues; 15 .Juan Luna Avenue and F. Cabahug St.; 16. General Maxilom Avenue and J.C. Vera-Benedicto Sts.; 17. General Maxilom and M.J. Cuenco Avenues; and 18. M.J. Cuenco and Pope John Paul Avenues.
While Phase 2 covers 27 secondary intersections which are mostly in downtown with P248,326,538.63 budget.
“We hope that the traffic system that this project is supposedly providing, if any, will actually result in a smoother flow of traffic in our city and that Cebu City will not simply end up with an inventory of a mere bunch of monitors and CCTV’s being passed off as a ‘traffic system ‘, ” Holganza insisted.
He cited an executive of Triune admitting to the Board that he was misquoted in the news article that came out as ” the traffic system they’re installing as the most advanced in the world.”
Cylix Technologies and Triune Electronics were awarded the P500 million contract to develop a digital system for traffic including vehicle detection,license plate recognition, speed cameras,digital countdown timers, and modern traffic signal controllers.
